Image Ready takes it's default "save as" from Photoshop. If you go back to Photoshop and save a file as a .gif, you can save the file as a gif instead of a jpeg. :)

In same way some scripts must strip slashes in order to function, the removal of quotes and semi-colons may be done for the same reason. However, I'll put up a post in the vBulletin community and/or a trouble ticket to the vBulletin team.
From your description sounds like the quotes are stripped.
It could be from javascript, formatted XML, and/or mySQL stripping quotes and semi-colons.
