Are you planning on just leaving it as a model, or did you want to physically make it using the model as a prototype or whatever?

If machining it, your best bet would be some CAD/M software. You can do it with 3DS Max just fine, but it's a little harder to deal with in the end. AutoCAD works fine for it, if you have the dimensions you need. Then you would either send the file to a machinist or upload it into whatever software you're using for a CNC or 3D printer, or just use it as a base to make by hand.

3DS Max is designed primarily for games or CG, not for construction or design or anything like that. It's sometimes used in visualizations of things, but normally that's based off AutoCAD or some similar program.

You could do it in Max just fine if you had the appropriate settings on it, but even then I wouldn't see the point, as chances are you'll end up either using a similar workflow to AutoCAD, or you'll need to do a lot of work to clean it up afterwards. And the 420 character limit makes me laugh... 420!
