Help!

I want to change special abilities effect (not the price or the time)
and I don't know how.
I want to speed it up a bit on my map and can anyone help me?
(I also want to change so they only lose 5 health points)

I'm not exactly sure waht you mean by "speed it up a bit" but you can go to Scenario and tehn special ability settings to change the amount of energy it uses up.

It's me again..that is not what I meant.
I know how to change the cost but I want to change the effect.
(For instance change the attack range etc...that is what I need help with)
