[Sprite] Need feedback for 16px x 16px sized sprite character.

Here are two customly-designed characters that fit in a 16-by-16 square pixel area. One of which is inspired by the Pokémon video game franchise.

Due to game design, I have to use 16-by-16 square pixels for each character, so I'm not able to increase the resolutions, nor make detailed changes.

I mostly used GraphicsGale for this.

Which one do you think it's better? (It may be small due to how the images were displayed.)

Although the top one is more detailed i think i would prefer the bottom sprite.
It like things simple. Especially if the resolution is this small.
Its more clean.

Should simple sprites be general NPCs, and detailed sprites be characters that are important to the game plot?

I would try to keep them similar in style. Make them all simple or make them all more complex.
The most important thing is that the art style is coherent.
And if you use such small sprites, 16x16, you better stick with simple. Because it will be a pain to make many good looking and individual sprites with a 16x16 grid.

If I were to copy some of the sprite characters made for Pokémon games of RBYGSC, is it okay? Is it actually legal to derive an artwork from Pokémon?

No matter how many references I see for 16x16, Pokémon characters are truly beautiful in my eyes.
