While nobody was hurt during Sunday's pursuit, officers said citizens shouldn't take the law into their own hands.

"You need to call law enforcement and let us handle that," said Houston police officer S.A. Burk.

to an extent this is a good thing, and also to an extent this is a bad thing. Just because police exist doesn't mean the innocent are guaranteed absolute protection from criminals. In cases such as this where the criminal doesn't have violent tendencies and is not armed, it is a good thing for the community to rally together to flush him out. Not only will they have a better chance of getting rid of him, this will inspire more confidence in them about feeling safer in their neighbourhood.
