Yes, it should be like that but I don't know how to make it. Notice unit has to be invisible and swarm has to be used by it all the time.

I want to make an ability of summon the reconnaissance unit (which cannot attack) with the appearance of a swarm of crows (like a swarm of locusts). Exactly I want to let Saruman to send "a cloud" of ravens for reconnaissance in Middle Earth Risk -fow submode. Please tell me how to do it...

Screenshots? I cannot upload .tga here. Sorry but now I have no time for playing with converting and resizing. The loading screen has been probably made by Tolkien. It's good cause it shows correct area (nearly same as gameplay area) and have a small size.
