1. use trigger
unit - isssue order a unit target at a unit
make sure that unit has at lest 1 ability to cast.
2. i have no idea... u could check out the -game interface-
before u use this trigger plz set some regions with at least 1 type of unit on the regions

unit- create 1 unit type of...
go to the player properties change the drop down boxES and than go to the Force Setting section- put a check mark in a box -the box is called- (FIXED PLAYER SETTING)
dialog boxes tutorials have pretty much covered very thing u need :D
but u need to make some regions so that when a dialog box has been clicked. ur unit will be telep to the clicked postion.
make sure in ur action trigger you have some thing looks like this:
set TempRegion n = last...
