Effects That Hit Units or Ground?

I have a number of effects that do damage to enemies when I use this action in the trigger editor:

Environment - Execute <My Effect> on <Target> from player <Player>

This works fine. But when I do this:

Environment - Execute <My Effect> at (Point((X of <Target Point>), (Y of <Target Point>), (Height of <Target Point>))) from (Picked unit)

it doesn't. It's the same effect, but when I place it at a point instead of on a unit, it seems to deal no damage. I've set maximum count to -1 and given the effects 360 arcs, with radius' and whatnot. The weird thing is that when I use the first action, it does AoE damage and hurts a massive area, but on the point it just seems to do nothing.

So, what values do I need to change for this to work on the ground?

I found the value you mentioned...somehow it was set to only Target Points instead of Units, which makes this whole thing even more bizarre...

I switched it to Point/Unit but I still have the same problem. The effect can be placed right beside the enemy and nothing happens.
