Actually, make the unit's attack NOT Homing, and make its attack to either Siege or Missle Splash. This way if its attacking a moving unit, it will hit where it initiated the attack on the targeted unit.

-Edit- Im abit confuse with what you stated... If an ability has no upgrade requirement it would show, if it have a requirement and its not met, it would appeared disabled like being silenced.
It would show, but it cant be used. Like how Inner Fire looked like in standard games when you did...
-Edit- Your problem is you need to put the Wait 0.5 Seconds inside the loop like this :
For every Interger A from 1 to 10
Wait 0.5 second
to do sliding effects, use a timer, Using a Wait no matter how low u set it, it will still be 0.24 second.
