I mean, if the biggest possible INT in the game is, say, 150, you can just work with a system that deals with 75 or so bonus damage. No need to go to 99999.

Could you clarify what you mean by "stackable"? Is it something like: if you cast it to an enemy once it deals 5 damage every second; cast it again on the same enemy and it deals 10 damage every second; and so on?

My PC randomly freezes while playing video games such as WoW, Warcraft, Warhammer 40k, and the likes. It just freezes, some strange colors appear on the screen (I'll try to take a picture of it later) and no error message, so I have no other choice but to force Shut Down.

1) It should if coded correctly. However certain buffs that cannot affect Invulnerable units will be removed if you make the unit invulnerable.
2) If you are talking about Unit Leaks, I thought even dead units do not create leaks because they are removed from the game after they decay. However...
1) I choose Evasion since it has less unique fields (only a dodge% compared to Critical Strike which has chance%, multiplier, never miss, etc.) Just personally though.
2) Channel if you understand it well. Healing Salve, Cripple, etc. should be fine if it has zero effects with 0.01 duration...
Just my opinion:
Giving a chance for the other player to catch up will probably just prolong the game, and sometimes it is not desireable to have a long game. For example, A beats B, then B catches up and almost beats A, then A catches up again, and so on.
