If you give Critical Strike a mana cost, what happens then? Nothing or does it cost mana to use passively so that it for example cost 20 mana to get a critical strike, and then if you don't have enough mana it won't do anything, just like Reincarnation or what?

I have made some custom items with active abilities, but when i use them the cooldown timer won't show up. I have tried nearly anything. Can anyone help? I would be very happy if somebody could help me with it, it is the last big thing i need in my map, before it is ready to be released.
