I did a few demo runs with warden13's and Exide's AIs to test the map and the flow of the format and
... oh boy, this is going to be really exciting!

I WILL watch the AIs. I just might not watch them all live, as is being discussed.

The games all need to be patch 1.23. They'll be played on B.net, remember?
Only English versions can connect to Westfall.
Warcraft will automatically patch down to 1.23 if you're on 1.24.

Sorry, that answer was for the movement speed - you cannot determine the exact mov. speed value of your opponent by looking at it, so no.

However, yes, you can check buff levels. Though there really isn't a native that can do that...

You can still enter, I'm more than certain my computer can withstand your "laggy" code and I can just share the non-laggy replay.

And well, I did not download patch 1.24 from the test server, the patch has actually arrived and it's downloadable on any server, at least it was on Europe.

I just connnected to Northrend. Patched to 1.23.

Not exact, but you can know those three things.

heroes can only move with a speed of 270 or 320. (not effected by abilitys)
Edit: Pitlord is the only exeption with a movement speed of 300.

That is not the latest patch, sir. 1.23 is. 1.24 is a beta patch. I believe we covered this earlier in the thread anyway.
