Apache Problem

Yeah, I use XAMPP with Apache.

But I randomly get an "Object not found!" 404 error on pages sometimes, and I have no idea why.

Sometimes files work, sometimes I have to wait a few minutes then refresh, or go back to another URL and try again, all from my localhost.

Any help? This has really been bugging me.

Well that's not helpful at all.

Try removing the ~ from the directory, if possible? I don't know if that would cause it, but it's the best I can think of.

You probably got your httpd.conf file misconfigured.

The path htdocs/~username is meant to be used for per-user directories that don't have a domain name assigned to their home directory.
Could you post your Virtual Host settings? (Found in /etc/httpd/conf/httpd.conf)

So if you're accessing your files through http://localhost/~harrison, it should work (assuming there's a directory called ~harrison).

Your vhosts doesn't get included and you don't have per-user tilde (~) aliases either.
My guess is your use of alias-type URIs is confusing your setup.

Try creating a directory at /Applications/XAMPP/xamppfiles/htdocs/harrison and moving all your files there.
Then visit it through http://localhost/harrison
