The name of this MP3 is called BellDance. It's an MP3 I have recently downloaded from MediaFire while searching for jingle bell songs on Google, and I have this thought that it came from Newgrounds, but I'm not sure.

Anyway. The track you have linked sounds really oldschool and quite amateurish (not judging the music).
I that is true there is almost no chance to find the creator.

The only hint after obscure searching far and wide is that this song originated from Newgrounds.
