Bash can only occur on attack. Spells like Storm Bolt, Firebolt, etc is a spell, which does not depend on if the unit can attack or not.

Ive tried it already but it still doesn't work even if I change the chance value to 100.

Instead of using Bash, you could use Firebolt or Storm Bolt. Give the ability to the locust unit and order it to use it.

I'm not sure, but I presume you're trying to give a Bash effect to the normal Locust Swarm ability? I tried that once, and as far as I can tell, it can't be done.I'm not sure if those attacks fire A unit is attacked events, but if it does, you could trigger the stun.

I'm sure I read somewhere that Bash won't work if it's set to 100%, or something like that. Try setting it to 99% for testing purposes.
