Computer Using Spells?

If you set a comp hero, and give him some spells, will he automatically use them? Or do you need some commands to tell him to do so.

If you don't alter any values, he should.

Otherwise, you'll need to create a custom AI script, import the hero/ability data into it, import that into your map, and then run it for all players who are computer controlled.

Well, yes, you could make him use spells through a trigger based AI, actually, but it would be difficult unlesss you just wanted him mana burning 30 seconds, as then you would need to create a trigger based AI, which is a lot harder . Warcraft's native AI editor is very good; you would likely need lines of JASS for what you want him to do, if you want it to function correctly .
