Converting for .JPG to .TGA

Hi everyone,

I'm trying to put a customized loading screen to my map.The only thing I don't understand is how to convert from .JPG to .TGA so i can convert to .BLP after with wc3 image extractor.Must I use another program?If so,please tell me.
