Umm...
"whats a good ability to base a custom ability off of?" - I don't really get what you are saying. There is no one ability that is good to base things off of. Almost every ability has unique fields and data so you should just base your custom ability off of a normal ability that it is most similar to.
"how would i go about crashing one of my school admins computers?" - Well, that is called hacking which I have no idea what to do. If you are trying to crash a school computer by means of Warcraft, the worst you could do is force them to shut down. And you would only be able to do that by if they had Warcraft up and running and joined a game with you and played a certain map. Interesting question, haha

well like i wanna just make an ability that does absolutly nothing but allows u to click on it and traget somthing, then ill use triggers to construct a spell
well the admin made me mad because he blocked this wesbite fromt he schools today, so i wanted to crash his comp to show him whos really in charge

-- If you are meaning you want to make a triggered ability that has a target, you could use the ability storm bolt, fire bolt, finger of pain, or many others if you want to target a unit with it. If you want to target "ground" or nothing with it, just a point, you can use shockwave, carrion swarm, crushing wave, or inferno.

What you CAN do is just get around his little "block." Do you know what type of block thing he uses? Is it something called DansGuardian, etc. If you do, I can show you how to get around it (and it works for any other blocked websites).

Was your first question answered?
Second question: I don't think this is the right place to ask about crashing/hacking someone's computer.
However,
1) Go to this website: http://www.stayinvisible.com/index.pl/proxy_list
Find an IP address (the left-most column) with the port of 80 such as this one:
80.229.63.87
2) Go to Tools (tab at the top of internet)
3) Go to Internet Options...
4) Go to Connections (tab)
5) Go to Lan Settings (near the bottom right of the window)
6) See the part that says "Proxy server"? Place a check mark on "Use a proxy
server for your LAN (These...connections).
7) For the address, put in those numbers you just found
8) For the port, put in 80.
9) Put a check on Bypass proxy server for local addresses
10) Press Ok till you get back to your internet.
If your internet is working, you should be able to go to blocked sites now. If it is not working (like you can't even get to any website like google or your home page), then repeat the steps, but a different IP Address (find new numbers).

It isn't anything bad. Basically what you are doing is creating a little "buffer" between your computer and the internet of your school. Your computer uses the computer at school's internet connection to get internet acess, but uses the "buffer" thing to overwrite the school's filter. In effect, you get to see whatever sites you want 
. Its called a "proxy" if that rings a bell...

Don't post something if its that off topic, especially if its asking someone reading this post to post in your post... whoa lots of "post" in that sentence... cause itll like get the mods pissed or something bad like that.
Basically for creating an icon you just draw whatever you want, then make sure its the correct dimensions, then convert to a .tga, then import in your map. That's it. They are very simple.

Proxying is nothing to do with hacking. It is actually good for society as it basically just masks your IP. You can search on google about Proxy servers and read about them if you don't believe me.
His evil school teachers blocked sites like "TheHELPER" -- emphasis on HELP -- from their students, and its other people's duty to help them.
