Enemy cant enter

How do I stop an enemy entering a region.
eg.Player 1,2 and 3 are force 1,they can enter the region but force 2,3 and 4
can't (like an invisible wall is there).
Any help would be great.

A unit enters region1 <gen>
Owner of triggering unit equal to Player 1

(then you can do a few things)
Order triggering unit to stop

OR

Make another region before that and make it move it instantly to that region

Move triggering unit instantly to region2 <gen>

Events - A unit enters (ally region)

Conditions - (unit) equal to (enemy unit)

Actions - move (triggering unit) instantly to (enemy region) or order (triggering unit) to move to (region next to ally region).

That should work.
