Anyone who persists in illicit downloading of music or films will be barred from broadband access under a controversial new law that makes France a pioneer in combating internet piracy.

“There is no reason that the internet should be a lawless zone,” President Sarkozy told his Cabinet yesterday as it endorsed the “three-strikes-and-you’re-out” scheme that from next January will hit illegal downloaders where it hurts.

Under a cross-industry agreement, internet service providers (ISPs) must cut off access for up to a year for third-time offenders

What if he stole it? :rolleyes:

You warn him once (per email), you warn him twice (per snail mail) and ban him for a period of two weeks up to a year on his third attempt.

A call would be more effective.

"Hello Mr Henricke we can see that you have illigally download the game Bioshock, if you do it 2 more times we will close your internet access!"

but the Trackers properly find new ways to not get caught

Just encrypt the download data. :thup:

And there will always be that one (underground) ISP who will give access whether or not you're banned.

Encryption won't help. You download a file from the wrong person and you're done, whether others can see what you're stealing or not.

No, there won't. Serial offenders will be listed and ISPs might get themselves into trouble if they grant access to a large number of such people. With the law on the side of the copyright holders, identifying "pirates" becomes very easy.

wow, that's pretty much the first attemp to stop illegal download by 'attacking' the user I gues.And I actually don't get what people think...

Another example:
If you illegally download music its like stealing a CDs from a shop without being seen.
Don't you agree?

Well, really I don't download anything really illegal anymore, so this doesn't affect me. But we will see if this works.

My Question is isn't this kind of invasion of privacy, if they watch your downloads?

Not even fansubs? And to anticipate your answer: it doesn't matter whether an anime/manga is licensed in a specific country or not. It remains an unauthorized distribution/download of copyrighted material.

Everybody can see what you're buying in a supermarket. On the wired, it's not everybody, but only some people (i.e. these owning the wired or having access to them).

Unless everyone was implanted with a neural chip that allowed them to go on the internet, this won't work....

but what would your freind say after they get banned from the internet? would you alternate every 2 weeks and be limited to 1.5 downloads per week?

P.S. not to say that it will work, just that it will fail for other reasons

I'll download what I want, when I want, and I'll use Proxies to do it. It just angers me that the law tries to enforce Music and Movie laws, but hardly any game stealing laws.
It's just because the government makes a lot of money from music and movie taxes, that they want to get more.

Just get a US proxy, go through that, and BAM, problem solved... :rolleyes:

Couldn't a person get three strikes before he even gets notified of the first strike?

Because I know some people don't check their E-mail everyday or even once a week and some people might miss the call and not have an answering machine.

But would it be illegal for someone in another country to download it first then send it to you through things like IM and E-mail? You would technically be downloading illegal things.

Well it is illegal, isn't it? You can't blame France for trying to enforce the law, even if the laws need to be changed.

Could some one link me to a 101 or documentation?
Now we don't support using proxies for illegal things like that ( Then again, there aren't many reasonable legal reasons for proxies... ). :p

And how will they check this? Spy on everybody and ban as soon as they download 3 files? Encryption ftw!

Or just ban everybody who downloads from the "wrong" websites? In case of the latter, why not shut off internet across their entire country immediatly and save themselves the hassle. Getting rickrolled onto TBP or similar 3 times is enough to loose internet.

It reminds me of the url some time ago that you send to people and when they click it they get arrested for child porn.The last time they tried that they arrested over 100 people and the only evidence they found was a located inside somebody's thumbs.db(for the uninitiated, that's where the computer stores the thumbnails for everything that entered your ram once, regardless of wether it was displayed or not. Browsing thru mine, i seem to have a pile of wcII screenshots even tho i never installed that on this computer)
