Help issueing an order to a unit

For a cinematic event, i'm trying to get a unit to cast an ability but it doesn't work.

I have:

Event:
Unit-A unit enters Region 001
Action:
Unit-Order Archimond 0068 to special Archimond - Rain OF Chaos (Center of Region 002)

He has the ability, but what do i do?

The first three that I see would be:

- there is no unit coming to "region 1"
- poor Archie has no mana (or not enough)
- he's actually paused and, therefore, can't move

I have a seperate trigger that tells Archimond to go to that region
