Storm on Demand is one of the VPS companies that likes to brand itself as being a "cloud" when they really are not. This kind of irritates me, but as long as you know exactly what you're getting and it's good quality, I don't care a whole lot. (Linode does this too, by the way)
Storm is owned by LiquidWeb, who has been around in the web hosting business for a long time. This division is aimed more at the "on-demand" hosting market and provides an excellent solution for some usage cases.
Storm's big features are its ability to scale easily and variety of hardware choices. There are two main offerings - the main VPS line and the Bare Metal line. The VPS stuff is pretty much like any other - plans of various sizes and costs with a few OS options (they have a cPanel/WHM + Management option for $20/month which is a nice option for some) and they are all very competitively priced. Storm offers a 96 GB VPS plan for $1000/month. That is a TON of RAM.
The bare metal line is a bit more in the "premium" area. Here's how it works: You choose a server config, and the server is deployed with your VPS as the one and only VPS on that piece of hardware. You have the entire server to yourself, but it is still a virtualized space, so you can migrate your instance from a normal VPS to a bare metal instance just like you would upgrade the VPS. They have a lot of different options in the bare metal line so you can get something that fits your needs.

Storm also prices bandwidth separate from the servers. So this is a good option if you don't use a ton of bandwidth. They recently cut their bandwidth prices and made inbound free so the prices are decent in any case, but large bandwidth users may want to seek a different alternative.


The quick and dirty:

PROS:
- Good support
- Lots of options
- A number of add-on features like load balancer nodes available
- Great pricing on high tier VPS plans
- Easy to add backup plans

CONS:
- Lack of "cloud" features like sharing IPs
- Not good for large bandwidth users (5 TB and up, or so - still priced well compared to other cloud platforms)
- Not a wide variety of OS options
