You mean at certain times, or for the entire game?

For the entire game, it's simple, going into Map Options and merely selecting the Global Weather of whatever rain you like best.

For certain times it's more complicated, and I'll explain that if that's what you want

Randomized weather can be as simple as:

Weather
    Events
        Time - Every (Random real number between 240.00 and 360.00) seconds of game time
    Conditions
    Actions
        Environment - Turn Weather Off
        Set tmpInteger = (Random integer number between 1 and 3)
        If (All Conditions are True) then do (Then Actions) else do (Else Actions)
            If - Conditions
                tmpInteger Equal to 1
            Then - Actions
                Environment - Create at (Playable map area) the weather effect Ashenvale Rain (Heavy)
            Else - Actions
        If (All Conditions are True) then do (Then Actions) else do (Else Actions)

                Environment - Create at (Playable map area) the weather effect Lordaeron Rain (Light)

Where "Weather" is a variable of type "Weather Effect".

Although there are some rumors on lag when you go with "playable map area"... to be verified.

Also you can add weather effects to a region, creating a region with the region palette and editing it's props (hit ENTER or RightClick -> Edit prop), under the weather combobox.

I can't find the Global Weath thing. There is no rain option for me

I suggest get TFT as it has many more options opposed to ROC

from what i've experienced, don't use global weather, it creates bad lag on people with crappy machines
