i can't join any games

I have no firewall. I am on cable modem but yet while joining games I get latency to high messages. it only seems to happen during 12:am to 3:00 am. I cant figure it out can some one help me please?
My internet connection is perfect by peforming the trace rts. i just don't know what else to do. if i leave and come back aobut 10 times i might be able to join one game. then right after the same stuff happens, latency to high message.

do you use Windows 2000? If so, this seems to be a bug (either Microsoft or Blizzard's fault)

1. reconnect to battle.net (this works 2/3 of the time)
2. restart starcraft.
3. restart your computer.
4. let someone else create.
