I'm curious if there is any good JavaScript-specific IDEs yet?

Not Notepad++, Netbeans, Eclipse, Cloud9, that other fancy one...

Have you tried Aptana Studio? Personally, I don't like Aptana it's like Eclipse pretty much. I haven't tried all the features of Aptana, it didn't hook me.
Dreamweaver and Visual Studio Web are the ones that I prefer. Both have support of jQuery and strong autocompletion and pretty nice syntax coloring.

If I had to choose between them, I would take Dreamweaver.

Of course, Dreamweaver is not free but Visual Studio Web Express is free.

Dreamweaver; lol.

I tried to find VS 11 and apparently I need to download Windows 8... what a tease.

There are no such thing as 'JavaScript' projects. You create a new Web Site, and add JavaScript files to it.
How do I create a web site not using a framework then?

Is there a theme similar to Notepad++'s /Mozilla's Bespin?
