item stop

in the creep battle how do i make it so people can not use the staff of teleportation to teleport oout of into the creep battle? i have a trigger alrdy set but i don't know what to do to make the item stop from working which action is that?

EVENT: unit comes withing rang (ex. 2123) of unit (your creeps)
CONDITION:if triggering unit is egual to ( HERO )
ACTION: unit remove abillity (teleport) from ( triggering unit)

no dude this is it. i have a staff of teleportation i have that up in the post above. so how do i make it so people can't use the staff on units in the region and units in the region can't use the staff till they get out if the region. but here is the map.

i still need help here is the map. all i need is to make it so unit inside the region can't teleport. and unit outside the region can't teleport in.
