Mana regeneration value not %

Are there any abilities that regen mana at a given rate over time as opposed to a bonus as a percent of unit's regen rate?

I'd like to have a unit that does not regen mana at all unless carrying an item.

Rumor has it that "Mana Regeneration (Neutral)" can be set to either % or fixed.
Try it out.

Brilliance is non-% nonus, but can be changed to percentual bonus.
