If not, Crushing Wave.

If Custom

Causing water waves to explode in a line to the targeted point. Each explosion deals 80 damage.

Another idea. Dive. Dives into the water and damage anyone in your path for 50 damage for 12 seconds and then come back to the surface.

So it gives armor and piercing damage reduction eh?

This might help you.

Active ability: Well ,when any creep attacks you 15 time while you wear that item,And then the shield releases x damage upon attacked unit (After 15 times)

Or you could try:

Anytime you kill a unit while wearing that shield,it give you +x to mana forever or for short amount.

An active Hardened Skin-like ability (reduces incoming damage by x, will not reduce damage to under y - for time z), then it makes it a really defensive item. I don't like defensive items with offensive skills and vice versa >.>

It just needs to be active ability.

And it has to be something not silly.
I mean what has crushing wave have to do with armor....

Active hardened skin is too uninteresting.

When attacked the wearer has a chance to summon a small naga warrior to do his bedins.

Aqua Refill:
The wearer fills his body with pure water to regain hitpoints over a small period of time and increasing armor meanwhile regaining.

Thorn. Scale of Fish/shark (similar to naga) got very sharp scales.

(I meant Crushing Wave cause of Naga's "spirit" in the hide that makes them able to control the sea.)

Serpent Lineage
The Nagas' hides are coated in a venom that is secreted through poison glands under their scales. Even after death, the poison glands may still be activated.

Use:
Activate the poison glands, causing any unit to attack the wearer to contract the venom. The poison slowly damages the unit, while slowing their attack speed. (Or any other effect...maybe the poison differs from Naga to Naga and you can make a few different poisons and apply one randomly)

P.S. - not sure if the "serpent" part is correct under the lore, but whatever
