i dont mean changing a race to make it look different, i mean a whole new race

Yes, you can make new units, give them differen types of attacks and such. You can also import new unit models but that'd make your map horribly huge.

is it possible to make the race selectable when you play the map?

You can make a system when the game starts, but you cannot change the selection on the startup screen. You can, for example have an area away from the playable map area where players choose their race, with the races worker next to a circle of power.
