At last got it to work This thing is really useful, here's an unofficial update for the map, just updated the cs things no other edits were done. So excited to use it on my map.
there is a little imperfection on this template.
try to test the template with demon hunter. change weapon type to missile, change attack range to 400, change missile speed to 50, change immolation area to 500 and remove manacost in object editor.
in game turn on demon hunter immolation and simply attack a target. notice that dps from immolation will cause dummy to cast or function to work even the missile is not hitting the target yet.
so, any dps damage or spell that done before missile hit the target cause dummy to cast or function to work?

that is correct
since this is really the only way a GUIer can do on damage effect, absent of a GUI friendly damage detection system, that bug is inherent with the method - not really anything that can be done about it, but I am open to ideas
I will update the demo map to make it 1.24+ compatible

The Trigger 'OnAttackTemplate' must have an initialization function called 'InitTrig_OnAttackTemplate'.
