Poor Multimedia Playing

For some annoying reason, my computer plays sounds or videos with some lag. This is happening when entering Windows (Hearing the Microsoft Sound) and the intros in Counter-Strike.
The sounds in the game are also laggy.

My Specs are


AMD Duron 800Mhz
256MB Ram
ATI 3D RAGE PRO (8MB, latest drivers)
Sound Card is Built-in Motherboard (VIA 97' Audio Controller)
KT133+ A07 Motherboard (Made by VIA Technologies)
Ethernet Card (Latest drivers from Windows Update site)
My internet connection uses P.P.P.o.E
Using VIA's "4-in-1" drivers (v4.36)
20GB 5400RPM Hard-Drive
Windows 98SE (Including all critical updates from Windows Update site)
Using a hub for connection sharing.


Like I said in a previous post, my Multimedia and Network controllers are using the same IRQ for some dumb reason.

What's strange about this is that there are no sign of lag when I've just reformated my computer so I suspect some update to be responsible. (I am aiming at Internet Explorer 6, but it might not be it for all I know)

Can someone lend some help to drag me out of this mess.

Forgot to mention, there is no lag when I play videos off web-sites.

I i am not sure

But my friend has a very close video and sound lagging. That is also in Half-Life. He does not have a super computer like you but pretty close. I have a pretty old computer and games like Half-Life work fine. I think that you should update DirectX. go to www.directx.com and go download the latest version.

I have the latest DirectX version of course... That might be the problem too.
