Problem upgrading infantry weapons/armor

Ok i am trying to make a RPG in StarEdit but for some reason I cannot get the max upgrades for the weapons and armor to go any higher than three. I have got to the menu where it allows you to change the default level and the max level, but it will not go any higher than 3 (it will go lower, but not higher). Does anyone have any ideas on why it is not working?

you can use 3 upgrades, then use another upgrade with the same target other 3 levels etc.
EDIT: Have in mind that I am not a good StarEditer

If you want to increase you should get Starforge. This will allow you to increase the max upgrades to 255 but you cannot go higher than that.
