Where can I find the editor to edit the quests panel?

Or do I have to set it all up with triggers?
 
all with triggers using the triggers Map initiliazation or something, and then:
Code: 
Credits
    Events
        Map initialization
    Conditions
    Actions
        Quest - Create a Optional quest titled Mega Thanks To with the description Shibby, For all the..., using icon path ReplaceableTextures\CommandButtons\BTNSelectHeroOn.blp
