Is it possible that a hero needs a certain items with rounds of 50 or so for range attack and changes to melee after it finishes. The range can be regained when the weapons are again

First of all, disable usage of both Attack Index 1 and Attack Index 2 for all your melee heroes, but give all of them an invisible orb ability that enables attack index 1 for them.

Use a normal charged item, that isn't usable, and remove one charge every time the unit attacks another unit.

Then trigger so that when the hero acquires the item, an invisible orb skill is added to him that enables Attack 2 (which should be ranged), and removes the ability enabling Attack 1. And when he drops/sells the item or when the charges run out, remove the Attack 2-ability and give back the Attack 1-ability. If you think its easier, make it one skill with 2 different levels, raising/decreasing level of it with triggers.

However, this solution will not work if you are already using Attack Index 1/2 in your map.

just trigger...

events - unit is attacked (yes, because attacked run before the real attack happen)
conditions - attacking unit is a hero equal to true
actions - if distance between triggering unit and attacking unit greater then VARIABLE_RANGE then
............ order triggering unit to attack-move/move/right-click (i don't know what is the better action, probably move to a posiiton of triggering unit - VARIABLE_RANGE)
