Rating threads?

What is the Rate Thread button for? Is it for the overall usefulness of it? If it is, I am not seeing anywhere where you can view it's usefulness, seeing as I tested it with a thread and nothing happened. Does it also stop you from voting numerous times? It also allowed me to vote twice on the same thread.

There's a "rating" between "threads" and "last post"...
Work in progress I guess.
