how do you make a region follow a hero?

If you want it to be a certain distance away from it, but behind it, you have to do the following trigger:

Events
     Every 0.1 seconds of game time
Conditions
Actions
     Move (Region 001 <gen>) to center of (hero) offset by (how far behind it will be behind the hero) angle (360 - (Facing angle of (hero)))

I believe it is something like this. But i dont have the editor in front of me.
Otherwise, if you want it under the hero, just do the following code.

Events
     Every 0.1 seconds of game time
Conditions
Actions
     Move (Region 001 <gen>) to center of (Hero)

Probably, but just a little. He just has it as 0.1 though.

alternate from moving the region, you can have, a unit comes in bla range of bla unit.

you could change the event to start the trigger to "unit leaves (your Region)"

Of course, moving the region doesn't have much practical application. Events that react to a region will not pay attention to the moved one...
