Can someone tell me how to make a system, that will make a hero level 1
have 1 spell, 5. level 2 spells, 10. level 3 spells...

Almost every RPG have it.

omg i know that but is there a way to change max spells in spellbook with triggers, when heroes level up.

Yes, you can add abilities to a spellbook your hero has with triggers.
