What does that have to do with it being floating? All nuclear reactors are possible open invitations for terrorist attacks. There will probably be some good defense

As long as nuclear plant exist, there is always a danger, There will always be a risk of accidents/disaster. You can't even guarantee the safety of your own crew. And btw: Nuclear power plants do have a waste "radioactivity" Not all would follow a policy. to keep the waste safe. There are "ways around to hide it " somewhere. Well, never trust the Russian Government Just saying.
