Hello folks! Tis' I, once again. Got some new questions for you folks, hope you can answer it. 
The first is a recurring problem for the last while, I'm at my wits end with Sim City 4.
A while back now, I installed a new motherboard, to make way for some new changes, including a graphics card, more on that later. With that new mobo, I also got Windows 2000 Pro.
So here goes, I load Sim City 4 Rush Hour no problemo, I get to the regional map view, alls well, then I try to load a single city block to work on. THIS is when the issue begins, it loads fine, but as soon as I get in and attempt zooming/anything that changes the render, the graphics quickly tear, shadows pixelize all over the place, the terrain tears and looks very odd, and houses seem to overlap themselves. When I move the screen away to another area and back, it seems to be fine until again something begins to render on the screen. I have tried the latest Nvidia graphics drivers. At the time this began, I had an nvidia Geforce 2 MX 400. I got DX 9.0c, and I had the recommended screen resolution 1024/768+16 bit High color.
I tried the latest Omega drivers for Nvidia, as well tried earlier drivers. I have edited screen resolutions, and attempted to run in window, only to retain the same issue. Specs:
AMD Athlon 1800XP
ASUS A7N8X-X MotherBoard
Nvidia Geforce 2MX400 (at the time), now have ASUS Nvidia Geforce FX 5200.. same issue, reinstalled drivers etc.
Samsung 512 PC3200 DDR RAM
Uh.. anything else needed?
NEXT ISSUE:
This just began after installing my new graphics card. Whenever I load it up now, the screen seems to not refresh at the same time as RO, so I got these reeeeal annoying, black lines through the screen. I tried changing the refresh rate, no go.
I pay for this game, so it haaaasss to work. Anyone got any idea? D:
