thistype(0) is a struct instance that is never allocated but can still be (ab)used. T32 (ab)uses it to get around doing a single subtraction or something.

You may or may not know that structs are just parallel arrays.
The indices are allocated from 1 to 8190, yet arrays actually start at 0.
Structs use '0' as a 'null' struct.

[ljass]StructName(index)[/ljass] returns the struct with the given index. As Azlier said, 0 is never allocated, but can still be used.
