Time Twister Skin

I'm not sure if this is allowed in this forum, but can somebody who is good at making skins please create me a Time Twister skin. I'm making a hero arena and would like a time Hero. I think it's a cool idea, and I've searched all the popular skin websites but it doesn't seem to have been made.

If someone does make him, I would like
- his model to be the Blood Mage (human hero)
- his eyes to be a kind of glowy dark blue
- his entire theme all glowy dark blue and grey

Any help much appreciated.

Oh yeah, and I am no good at importing skins (regardless of all the tutorials I've looked at) so if someone does create it, could they also provide the import name thingy. Thanks.
