Using frost arrows and searing arrows at the same time

Yea, really, you'd overload the spell system if you used several active abilities at a time

If you don't like it, make an ability such as, oh, Searing Arrows and make a dummy ability (just an icon saying it gives you an attack bonus and a fire blast) and give it the item ability fire attack bonus or something like that. Then, your archer will still be able to use the other ability that has to be activated but will automatically use fire arrows regardless.

If you want to get really complex, you could trigger it so that pressing Searing Arrows (casting it and it might be an instant based off of Channel) would add a fire attack bonus to the archer and deduct some mana, then remove the ability upon that archer attacking (turn on a trigger that'd run it).

But I'm probably at the edge of your understanding

you are asking why you cannot cast 2 spells at the same exact time, kind of a dumb question. thats like asking why the blood mage cant flame strike and siphon mana at the same time.

and why do you want to do them both at the same time? just use "Cold Arrows" not "Frost Arrows" and "Searing Arrows".

I don't believe that'd work. Orb abilities and arrow abilities don't mix well.

If I had to make searing and frost arrows stack, I would just replace the bonus of searing arrows with a damage bonus passive ability (since that's the only thing searing does) and Frost arrows stack with item damage bonus abilities, so it would work okay
