Weird cliff level problem

Hmm, this is probably my weirdest problem yet. For some reason, when I use the lower tool, it won't go very far down. Is it something I accidently checked that has not allowed me to use the lower tool and lower the terrain until that cylinder appears?

what is your default cliff height? you can only go down to the zero level so you go to Advanced=>Adjust cliff levels to move them up again

I am aware of that. I checked that, and it is not the problem. If it was, then the already lowered terrain would've gotten the lined cylinder look to it, and it hasn't.It's only when I try to make new dug out holes, that it only let's me go so far.

if they're too small they'll only go down a little bit, to go down 3/4 levels it must be big enough to move in atleast 1 space too

wouldn't there be a limit to how far down you can go? just a guess.....
