what should come first in makin a map?

what should come first in makin a map? my friend say triggers/untis the terrian what do u think does it aeffect anything or no.
see i dont know how to do triggers so i do the terrian/units and then triggers.
whats ur opinion?[

of course and idea is first. but second would be your terrain. A good terrian will change your idea to better stuff

1. A game plan
2. Terrain - Set the scene, know what your working with.
3. Units - So you have all the tools for your triggers.
4. Triggers - Top off the action
5. Now adjust and create more as needed.
