You don't have to be a veteran to be a moderator. You don't even have to be a veteran to have loads of reputation. You just have to help - lots and well - and moderator is more about being a peacemaker, a behind the scenes forum protector from spam and double posting - someone who gets along with everyone but can have there own opinion but debate it rather than argue, make peace rather than get angry - that kind of stuff.
