Windows not appearing when I double-click on a field

I am trying to follow the guides in this forum but whenever I try to double click on a field, such as command card (which should pop up a window that lets me modify the layout according to THIS guide), or any field for that matter, all I can do is edit the text. Am I missing something here or is that just the way that the editor was designed. I'm going crazy trying to figure out why they aren't showing up.

I assume you are editing the raw data, there is a button somewhere (I hope someone else can tell you where exactly because I got no editor from where I'm writing right now).

View > View Raw Data or (Ctrl+D). It needs to be turned off.
