I just downloaded Dev C++ about a week or two ago, i need to know two things
1) I need a tutorial on GUI i can't find one.
2) I need to know how to hav two fields, one saying User name and the other saying what do you want and i need it to be sent to my email, how do i do this?

If you don't know C++, don't even think of going into GUI just yet.

If you want to jump write into hell then i suggest getting microsoft visual basic express, its free and has a GUI wizard in it, you can learn from the code that it automaticly makes, but its going to confuse you if you don't know what your doing. It has a visual editor where you can add fields and it will make the code, and has properties for each like mouse click events etc.
