Nope. You can use pathing blockers to block flying units, though.

actually yes there is... here is the trigger:
Trigger:
- Block Flying Units
- Events
- Unit - A unit Finishes construction
- Conditions
- (Unit-type of (Constructed structure)) Equal to YourTower
- Actions
- Destructible - Create a Pathing Blocker (Air) at (Position of (Constructed structure)) facing (Random angle) with scale 1.00 and variation 0
- Events

just create a tower with the pathing map of the pathing blocker. much easier.

Ghan has said he has fixed this. Monovertex please confirm this fix. This was only a problem with people that had signatures in the upper levels like not the special members but the respected members.
