It's actually a pretty intelligent law for the reason I posted above - the government would basically be allowing themselves to detain people for apparently vague reasons for a fairly lengthy amount of time, or otherwise restrict freedoms, which would be pretty useful when lacking real evidence against potential suspects for other things. This isn't a frivolous thing - it will be abused as convenient. Can't actually convict someone they think robbed a store? Find dumb shit they posted online - BAM, two years. Some guy is annoying the government, but not actually doing anything illegal? Steal his username, post a vaguely threatening message on Twitter, arrest and defame. Maybe not that specific of circumstances, but the point I'm trying to make is there are few governments who are interested in the actual well-being and protection of the citizens, and it isn't as if we haven't learned time and again that they are not institutions bound by any honesty or moral obligations. They will lie, cheat, and remove you from the situation to ensure no loss. By making a broad spectrum of activities classified as some level of a blanketing criminal offense, the control they possess over the population grows quite strong. Which, it seems, is rapidly becoming the endgame here.
