Can't place buildings

I've been mapmaking for a while but today I was going to try to make a new map. I made the terrain and the buildings but when i went to place them, it showed red no matter where I tried to place them and where on the map they were to be placed.
Ive tried restarting Worldeditor and getting a new map, but nothing works.
Please help

Also it wont let me save in w3m format only w3x format but i only have RoC and i cant play those maps please help

And people say that i should uncheck the boxes under the map description but THER IS NO BOXES !!!!!

What building are you trying to place, and on what terrain?

Secondly, how did you manage to get a TFT WE when you only have RoC?

i dont have a TFT WE. im trying to place a cannon tower on leaves from ashenvale tileset

I think he means specifically which terrain? Because some terrain do not allow buildings to be built on them, since buildings have "Requires buildable checked". To solve this you can either change the tiles or you can go to the building you want and look for "Pathing - Placement Requires" and uncheck buildable.
